Section 1, Art. 3 of the constitution of this state, provides that white male persons, over the age of twenty-one years, who have resided in this state one year next preceding any election, and who are citizens of the United States or have declared their intentions to become citizens, and also certain persons of Indian blood, shall be deemed qualified electors at such election.
