¶1 Appellant Allan Parmelee, a Washington

State prison inmate, sued to penalize the Department of *751Corrections (Department or DOC) for not timely responding to his requests for public records. The law permits an agency to designate a person to whom a request for records should be directed. Because Parmelee chose not to submit his requests to the designated person, the trial court properly dismissed his suit.
