Neville Coward (“Plaintiff’) brings this action, pursuant to 42 U.S.C. § 1981 (“Section 1981”), 42 U.S.C. § 1983 (“Section 1983”), 42 U.S.C. § 2000a (“Section 2000a”), and state law, alleging that in the spring of 2003 the Town and Village of Harrison (“Harrison”) and several of Harrison’s officials and employees (collectively, “Defendants”) subjected Plaintiff to, inter alia, false arrest, malicious prosecution, unreasonable search and seizure, and racially discriminatory exclusion from a public park.
