FARLEY, Judge:

Before the Court is a May 14, 2001, Board of Veterans’ Appeals (Board or BVA) decision that declined to reopen the appellant’s claim for service connection for schizophrenia because it concluded that the appellant had not submitted new and material evidence. The appellant filed a motion for remand and stay of proceedings, in lieu of a brief. The Secretary filed a response in opposition to the appellant’s motion, and a brief, and the appellant filed a reply brief. The Court has jurisdiction of the case under 38 U.S.C. § 7252(a).
