This court takes jurisdiction of this appeal tice. Sup. Ct. R. l-2(b) because it involves issues of first impression, federal constitutional interpretation, substantial public interest, and the validity of a state enactment. Specifically, this case involves the constitutionality of Act 989 of 1997 (codified as Ark. Code Ann. §§ 12-12-901 to -920 (Supp. 1999)), which is known as the Sex and Child Offender Registration Act of 1997 (hereinafter sometimes referred to as the Act or Registration Act).
