BOWMAN, Circuit Judge.
Appellants Wamser, Krapf, Robbins, and Wrenn (the “Board”), acting members of the Board of Election Commissioners of the City of St. Louis (“City”), appeal the District Court’s determination that the Board’s use of the punch-card voting system in City elections1 violates Section 2 of the Voting Rights Act. The Board contends, among other things, that appellee Roberts, an unsuccessful candidate in the March 1987 Democratic primary for President of the Board of Aldermen, did not have standing to sue under the Voting Rights Act, 42 U.S.C. §§ 1973 et seq.
