PERRY, Chief Judge.
William Martin Marshall appeals from the district court’s order affirming the Idaho Department of Transportation’s decision denying Marshall’s request to renew his driver’s license. We affirm.

BACKGROUND
Marshall moved to Idaho in 1992. Shortly after moving to Idaho he was convicted of driving under the influence (DUI). At the time of his conviction, Marshall did not have an Idaho driver’s license but was a licensed driver of the state of Florida.
