SHERIDAN, Chief Judge.
This is an action against the Secretary of Defense, the Department of the Army, and certain of its officials for an order requiring them to process grievances of plaintiffs. Defendants’ motion to dis*287miss, or in the alternative, for summary-judgment is before the court.
The individual plaintiffs are electronics technicians1 employed by the United States Army Electronics Command, North East Field Office, Fort Monmouth, New Jersey, and stationed at the Tobyhanna Army Depot, Tobyhanna, Pennsylvania.
