This appeal concerns the constitutionality of Sections 20 and 22 of Article 7150, Vernon’s Tex.Civ.St. The City of San Antonio and the San Antonio Independent School District, hereafter called City, sued the San Antonio Conservation Society, Inc., to recover ad valorem taxes assessed against property known as the Navarro House, which the Society owns.- Since the City sought to recover taxes for the years 1964 through 1967 and Section 22 was not effective at that time, we are concerned only with Section 20.
