The principal issue on this appeal after certification from a decision of the Appellate Court is the determination of the proper basis for the valuation of water supply land owned by the plaintiff, the Metropolitan District (hereinafter the district), and located in the town of Barkhamsted (hereinafter the town), for the purpose of the tax assessment lists of 1979, 1980 and 1981. We granted certification to review the judgment of the Appellate Court setting aside the judgment of the Superior Court, which had reduced the town’s assessment of the district’s property situated within the town…
