Plaintiff Rizelle Aaron (“Aaron”) is suing defendants City of Jacksonville, Arkansas; William Shelley, individually and in his official capacity; and Gregory Rozenski, individually and in his official capacity (collectively “defendants”) claiming that defendants violated his constitutional rights by falsely arresting him.
