Plaintiffs are a class of people whose continued use of Medicaid has been restricted or terminated by the Illinois Department of Public Aid (the Department) through its Recipient Utilization Review Program (the Program) (whatever became of the word “use”?). The Program has set a standard for determining which Medicaid recipients have overused medical services and has implemented a system for forcing compliance with its standard.
