In 1866, the United States patented lot 7, section 13, township 17, north, range 9 west, W. M., which is a fractional lot in Grays Harbor county bordering on the Chelialis river, a meandered and navigable stream. In 1911, the appellant acquired title to lot 7. The lot extended to the meander line of the Chehalis river, which, according to the official survey, lies below the line of ordinary high water and coincides with the inner harbor line as it was subsequently established by the state harbor line commission.
