The respondent commissioner of correction appeals from the judgment of the habeas court *795granting the amended petition for a writ of habeas corpus filed by the petitioner, Lennard Toccaline. The habeas court based its decision on the petitioner’s claims of ineffective assistance of trial and appellate counsel.
