Plaintiff, Chester Brewer, instituted this action pursuant to the Federal Employers’ Liability Act (FELA) (45 U.S.C. §§ 51 through 60 (1989)) seeking recovery for personal injuries sustained by him during the course of his employment with defendant, the National Railroad Passenger Corporation, a/k/a Amtrak. Plaintiff asserted that defendant was negligent in failing to provide him with a safe place to work.
