Ernesto Soberanis, currently an inmate in the Watertown Correctional Facility in Watertown, New York, brought this suit pro se under 42 U.S.C. § 1983 against the City of New York (“the City”) and the New York State Department of Corree-*397tions and Community Supervision (“DOCCS”). Complaint, dated Feb. 16, 2015 (Docket #2) (“Compl.”).
