Crain v. Bordenkircher

In our most recent opinion of Crain v. Bordenkircher, 188 W.Va. 406, 424 S.E.2d 751 (1992) (Crain IX), entered on December 11, 1992, we directed the respondents 1 to submit to the Special Master and petitioners’ counsel the completed operational procedures plan 2 for the new penitentiary at Mount Olive by March 1, 1993. We advised the parties to discuss with each other and with the Special Master any objections they had to the plan prior to reporting back to this Court.
