Actmedia, Inc., a corporation whose business consists of leasing advertising space on supermarket shopping carts, appeals from the district court’s judgment, following trial, dismissing Actmedia’s declaratory and injunctive action against the California Department of Alcoholic Beverage Control (“ABC”) and its director.
