MEMORANDUM

FOLLMER, District Judge.

Maurice James Berry, an inmate at the United States Penitentiary, Lewisburg, Pennsylvania, submitted a document entitled “Application for Declaratory Judgment and Injunctive Relief,” in forma pauperis, to the United States District Court for the District of Columbia. The defendants filed a motion to transfer the case to the United States District Court for the Middle District of Pennsylvania which motion was granted.
