OPINION
LATCHUM, Senior District Judge.
In this case, the plaintiffs W. Robert and Marylouise Marker (“the plaintiffs”) request the Court to grant them declaratory and monetary relief against the defendant the United States of America (“the Government”) due to the Government’s alleged breach of provisions of a contract (“the contract”) to convey certain property (“the property”) to the plaintiffs.
