This is a proceeding had under the provisions of section 47 of article XIII of the act for the incorporation of cities and villages, Cahill’s St. ch. 24, ¶ 370. This section of the statute provides for initiative legislation of any ordinance of any city or village incorporated under this act.

The original initiation petition was filed with the city clerk of the City of Decatur on April 2, 1929. It consisted of 231 pages, each sheet of which contains a heading setting out the proposed ordinance, providing for the enlargement, extension, and improvement of the existing municipal electric light…
