The appellant, through counsel, seeks review of a November 25, 1998, Board of Veterans’ Appeals (Board or BVA) decision that denied the appellant’s request for waiver of recovery of the overpayment of Department of Veterans Affairs (VA) non-service-connected death-pension benefits on the ground that the waiver application was not timely filed.
