The appellant, the unremarried widow of veteran Sydney Gordon, previously appealed pro se a November 25, 1998, decision of the Board of Veterans’ Appeals (Board or BVA) that had denied her request for waiver of recovery of the overpayment of Department of Veterans Affairs (VA) non-service-connected-death-pension benefits on the ground that the waiver application was not timely filed.
