MEMORANDUM AND ORDER

This action is brought by the Secretary of Labor (“the Secretary”) against Local 738, International Union United Automobile, Aerospace and Agricultural Implement Workers of America (“Local 738”) under Title IV of the Labor-Management Reporting and Disclosure Act of 1959, 29 U.S.C. § 401 et seq. (“LMRDA” or “the Act”).
