On appeal, the plaintiffs, Cecilia and Manuel Cigarrilha, contend that the trial justice in the Superior Court erred in declining to declare that their three-family rental property, which is located in an area of the city of Providence that is zoned for no more than two-family dwelling units, was a pre-existing legal nonconforming use.
