MEMORANDUM OF DECISION
INGRAM, District Judge.
This appeal from a decision of the bankruptcy court addresses the standards for confirmation of a plan for the adjustment of a wage earner’s debts under Chapter 13 of the Bankruptcy Act of 1978, 11 U.S.C. §§ 1301-1330.
The debtor has proposed a Chapter 13 plan that would allow his discharge if, within three years, he pays each of his unsecured creditors fifteen cents on each dollar of allowed debt.
