SULLIVAN, Associate Judge:

Appellant, American Friends of Children, Inc. (“AFC”), a private adoption agency doing business in the District of Columbia, appeals from an order of the trial court awarding costs to appellee, the State of Florida Department of Health and Rehabilitative Services (“DHRS”), pursuant to D.C.Code § 16-4515(d) (1989). AFC also challenges two orders of the trial court that allowed DHRS to file supplemental pleadings related to its motion for costs.
