The appellee, William Fitzer, was convicted and fined $20 in the police court of the city of Newport, for an alleged violation of an ordinance known as the “Vehicle License Ordinance,” he being a huckster or peddler, and the owner of a one-horse wagon (with springs), which he was using on the streets of the city in the business Of huckstering o;r peddling, without having procured from the city clerk, the annual license, required by the vehicle ordinance of the owners of vehicles for the right to use them upon the streets of the city*, the…
