Plaintiffs-Appellees/Cross Appellants (“Plaintiffs”), a class of prisoners and their potential visitors, first sued Defendants-Appellants/Cross-Appellees the Michigan Department of Corrections (“MDOC”) and its director (collectively “Defendants”) in 1995 to prevent the enforcement of newly passed regulations regarding prison visitation.
