By Constitution (art. 8, § 4), and by statute (How. Stat. § 202), the Board of State Canvassers is made to consist of the Secretary of State, State Treasurer, and Commissioner of the State Land Office. It is the duty of this board to canvass the returns from the various counties of the State, and declare the result, of elections for State officers and upon constitutional amendments.
