STEADMAN, Associate Judge:

For the first time, we are presented with a substantive case involving the “Victims of Violent Crime Compensation Act of 1981” (“the Act”), D.C.Code §§ 3-401 et seq. (1986 Supp.). 1 In October 1982, Ulyses Morris, Jr., age 16, was fatally shot in front of his home. His parents (petitioners) filed a claim that was denied by the Office of Crime Victims Compensation (OCVC), a branch of the Department of Employment Services (DOES), in a “preliminary determination.” Id. § 3-411(b)(2).
