MEMORANDUM OPINION AND ORDER

BABCOCK, District Judge.

This matter comes before me on the parties’ cross-motions for summary judgment. Plaintiffs Glen Ayers, Martin E. Walter, and Alexander Shea (collectively plaintiffs) bring this action seeking declaratory and injunctive relief for alleged violations of the National Forest Management Act (NFMA), 16 U.S.C. § 1600 et seq., and the National Environmental Policy Act (NEPA), 42 U.S.C. § 4321 et seq. arising from the United States Department of Agriculture Forest Service’s decision to sell timber in the Long Draw area (the 1992 decision or the Long…
