INTRODUCTION

Plaintiff George Arce filed this civil rights action under 42 U.S.C. § 1983 on October 11,1987. Defendants are supervisory staff and correction officers at Attica Correctional Facility (“Attica”), a prison run by New York State Department of Correctional Services (“DOCS”).
