The plaintiff presented his petition to the court of common pleas for an alternative mandamus, to compel the State Board of Veterinary Medical Examiners to register him as a person duly qualified to conduct the practice of the science of veterinary medicine and surgery, in this commonwealth, and to issue to him the proper certificate, etc. The defendant filed an answer setting forth certain facts, which the plaintiff traversed, and the issue of facts so raised was tried before a jury, resulting in a verdict in favor of the plaintiff, which was subsequently set aside, and…
