In this class action brought under 42 U.S.C. § 1983 plaintiffs seek declaratory and injunctive relief as well as attorneys’ fees for alleged violations of Section 8, Title II of the Community and Urban Development Act of 1974 (Section 8), 1 federal regulations and the United States Constitution. Defendants are Cincinnati Metropolitan Housing Authority (CMHA) and Henry Stefanik, sued individually and as executive director of the CMHA. Jurisdiction over this action is properly invoked pursuant to 28 U.S.C. § 1343.
