In this suit brought on behalf of the inmates of the D.C. jail, the District of Columbia appeals the district court’s award of attorney’s fees at market rates for work performed after the passage of the Prison Litigation Reform Act (“PLRA”), Title VIII of the Omnibus Consolidated Rescissions and Appropriations Act of 1996, Pub.L.
