MEMORANDUM OPINION AND ORDER
SIRICA, District Judge.
This suit is the latest foray in a virtual onslaught of litigation filed by plaintiff over recent years against countless public and private individuals and organizations. See Brown v. District Unemployment Compensation Board, 411 F.Supp. 1001, 1002 (D.D.C.1975). Plaintiff alleges widespread misconduct by defendants actionable variously under the Constitution, numerous federal statutes and nearly all theories of recovery known to the common law.
