In this Fifth Amendment regulatory takings case, Plaintiffs Cienega Gardens, et al. (“the Owners”) appeal the United States Court of Federal Claims’ grant of summary judgment to the government. Cienega Gardens v. United States, No. 94-1C (Fed.Cl. Jan. 8, 2002) (order granting summary judgment).
