Barbara Elman, a federal employee, appeals from the decision of the District Court granting summary judgment to the United States on her claim under the Federal Tort Claims Act (FTCA), 28 U.S.C. §§ 1346(b), 2671-2680. This appeal requires us to consider whether a federal employee who has received compensation under the Federal Employees’ Compensation Act (FECA), 5 U.S.C. § 8101 et seq., for an injury sustained during the course of employment may sue the United States under the FTCA, alleging that the United States’ role in causing the injury was…
