This matter comes before the court on the petition of James L. Means, an attorney admitted to practice *481in Oregon, for a review of the findings and recommendations of the Board of Governors of the Oregon State Bar, pursuant to ORS 9.540.

On October 30, 1953, the defendant was convicted in the United States District Court for the district of Oregon of willfully and knowingly failing to file federal income tax returns for the years 1949 and 1950.
