Memorandum: Petitioner, a former police officer, commenced this proceeding against the Town of Erwin, its supervisor and manager (Town) and the County of Steuben, its administrator and treasurer (County) (collectively respondents), petitioner’s former employers, seeking disability benefits pursuant to General Municipal Law § 207-c.
