Determination and order of Commissioner, as affirmed by order of appeal board *808modified, in accordance with memorandum, and as modified confirmed, without costs. Memorandum: Petitioner, Batavia Lodge No. 196. Loyal Order of Moose, through arrangements made by one of its members, permitted its club premises to be used for a fashion show. Several tickets to the show were sold to blacks and several blacks attended the show which was held in the club banquet room.
