Defendant Michigan Liquor Control Commission (MLCC) appeals from the trial court’s opinion and order of November 12, 1981, which granted plaintiffs motion for summary judgment pursuant to GCR 1963, 117.2(3). This order required the MLCC to issue plaintiff a Michigan Class C liquor license, along with a Specially Designated Merchant’s (SDM) license, and allow him to operate Joe’s Bar within the City of Hartford, Michigan.
