DUBINA, Circuit Judge:
The Director of the Office of Thrift Supervision, United States Department of the Treasury (the “OTS”), appeals the district court’s order denying its application for a preliminary injunction to freeze the assets of Pedro Lopez, Teresa Saldise and Ramon Lopez (referred to individually or collectively as the “Lopezes”).
