Plaintiff Juan Gordon, who is proceeding pro se, submitted a Freedom of Information Act (“FOIA”) request to the Criminal Division of the U.S. Department of Justice (“DOJ”) seeking a copy of the “Title III authorization memorandums for electronic surveillance” of a telephone .number associated with a phone used by Plaintiff. Dissatisfied with DOJ’s refusal to search for responsive documents pursuant to 5 U.S.C. § 552(b)(3), Plaintiff filed suit against the agency on August 13, 2014.
