Petitioners Timothy McCollum and Lee Ann McCollum, on behalf of their child, Grant F. McCollum,2 seek review of an order by Special Master Laura D. Millman denying petitioners’ motions to reopen and modify the award petitioners received in March of 2000 under the National Vaccine Injury Compensation Program. See McCollum v. Sec’y of Dep’t of Health & Human Servs., No. 94-136, 2009 WL 2524190 (Fed.Cl.Spec.Mstr. July 27, 2009) (the “Order”).
