The appellant school board of the city of Milwaukee was created by ch. 459, Laws of 1907, which related solely to cities of the first class. By that act such board was given the general management, control, and supervision of the public schools of said city. By sec. 8 thereof it was provided that such board shall, at its discretion, adopt, modify, or repeal by-laws, rules, or regulations for its own government and for the organization, discipline, and management of the public schools, and adopt such measures as shall promote the good order and public usefulness of said schools, provided that…
