¶1 Gary L. Quigg and sixty-four other plaintiffs (hereinafter Inmates) appeal an order of the First Judicial District Court, Lewis and Clark Comity, granting summary judgment to the defendants, officials of Montana Department of Corrections (hereinafter DOC or officials) on the Inmates’ claims for injunctive and declaratory relief. Likewise, Anthel Brown (Brown) appeals an order of the District Court also granting summary judgment to the officials on Brown’s claims for injunctive and declaratory relief.
