John M. (“John”), a minor, through his mother, Lisa M., individually and as guardian and next friend (collectively, “Plaintiffs”), initiated this federal action to recover attorney’s fees and costs under 20 U.S.C. § 1415(i)(3)(B) as a prevailing party arising out of an administrative proceeding brought against the Board of Education of the City of Chicago, District 299 (“Defendant”) under the Individuals with Disabilities Education Act (“IDEA”), 20 U.S.C. § 1400 et seq.
