This is an appeal by the petitioner-appellant, Blue Cross/Blue Shield of Vermont (hereinafter Blue Cross), from certain findings of fact and orders issued by appellee, * the Commissioner of Banking and Insurance (commissioner), pursuant to the authority vested in the commissioner under chapters 128 and 125 of Title 8, Vermont Statutes Annotated.
